PROBLEMS NOTED

The Gourou watershed extends over approximately 9 km, from the town of Abobo in the north to the Indénié interchange, the heart of the city of Abidjan. OBJECTIVES OF THE PROJECT

To support the city of Niamey, owner of this first Sewage Sludge Treatment Plant, in ensuring its operation, the study aims to propose an appropriate management model, adopted in a concerted manner by the stakeholders. The choice of delegation mode is guided by the analysis of the following data:

  • Institutional, organizational, technical and socio-economic data on the service chain
  • Legal and regulatory data of the sector
  • Consultation of potential candidates for the management of this 1st STBV and consultation with stakeholders.

SERVICES PROVIDED

  • Carrying out a household survey and large sludge producers to characterize:
    • The faecal sludge sector
    • Home management of fecal sludge
    • Household willingness to pay to improve sanitation services
    • The size of the fecal sludge market
  • Choice of an optimum management method: service delegation
    • Legal and regulatory review
    • Establishment of a business model based on existing infrastructure
    • Definition of the roles and obligations of the parties
    • Development of a Tender File for the selection of a candidate
    • Proposing an action plan for improving services

ANSWERS PROVIDED

The study made it possible to select the first private operator responsible for operating the first fecal sludge treatment station, under the control of the City of Niamey.
This model introduces a new dynamic to the faecal sludge sector, favorable to an improved service offering for the benefit of the population of the city of Niamey.
